Yes, the same type herbs are listed on your incense bags, but the herbs are the only thing in it. There's absolutely nothing wrong with the "smoking" blends as long as you know what you are getting in to. I've talked to quite a few people who have started stocking these "smoking" blends to sell to herbal incense customers. Packing weight usually starts at 7gr with prices around $1 a gram. The design of the bags are very similar to herbal incense packaging. The shops are going for the one time sale with these.
If the packaging tells you to ingest, you have just bought an expensive tobacco alternative.
